Mayor of Kingstown season 4, episode 7, marks a turning point in the series as clear divisions arise and major players reveal their true loyalties for the first time. Things haven’t been easy in Kingstown with a new warden in Anchor Bay and a new mob boss trying to meddle in the existing and ongoing war for territory.
Beyond that, the Mayor, Mike McLusky, has been dealing with his brother being locked up and out of his reach. But now, the fight has expanded beyond the high walls of the prison, and the city is about to come under tremendous pressure, with the Crips and the Cartel gearing up for a major showdown.
CO Breen Takes Out His Anger On One Of The Inmates
Breen first showed up in season 3, when his path crossed with Kyle’s wife in the women’s prison. Breen revealed his true colors as an abuser and someone who found a great deal of satisfaction in taking advantage of people who can’t push back, which makes his position as a CO absolutely terrifying.
Despite leaving the women’s prison after Mike sufficiently scared him off, Breen has managed to get a job at Anchor Bay, and he clearly hasn’t changed from his old ways. When an inmate recognizes Breen, he brutally and savagely assaults the man, smashing his face into the bars until he is bloody and unable to stand up.
Of course, this makes the other guards wary of Breen, and Breen begins to descend into ever more instability, which will likely worsen in the coming episodes.
Robert’s Plans To Take Out Mike McLusky Backfire With Ian
Robert appears to have also gotten more brazen after killing Evelyn’s witness with Ian. While it appears to have loosened him up to let his trigger finger run wild, his wife is still distant, and Robert is blaming Mike for everything wrong in his life.
When Ian comes to visit, it’s clear that Robert has been stewing in his grief and anger, and he tells Ian that the only way to make things right in Kingstown is to kill Mike.
However, Ian reveals his true loyalty to Mike when he tells him about Robert’s plan, and then proceeds to enact a plan to take Robert off the board. Ian gets Robert blackout drunk, at which point, he drives him home and then places him in the driver’s seat. Robert dies as the exhaust fumes build up, with Ian staging the scene to look like a suicide.
Callahan Breaks Out Of Anchor Bay
Callahan has been causing chaos in the prison in an effort to take advantage of Kyle McLusky and gain a valuable new ally. However, Mike has finally gotten his wish and sent Callahan back to Gen Pop.
While there, his disciples in the Aryan Brotherhood celebrate him and form a close protective circle around him, including some of the guards. Later in the episode, Callahan is provided with a way to escape prison as his allies cause a scene in the food hall, while he stows away in an empty food trolley.
Now on the outside, Callahan could cause irreparable damage to people like Mike and his family.
The Mayor Makes Plans To Capture Frank Moses
After the attack on Bunny and the earlier destruction of the Crip’s drugs, Mike convinces Frank that he needs to fight back. Especially after the Cartel brazenly launched an attack on his life when he was brought to the police station.
Frank sends a small group of his men to destroy a Cartel supply truck. This is made possible by Mike getting information from inside the prison that he passes on to Frank, and the resulting attack causes huge ripples throughout the episode.
Firstly, it causes unrest in the Cartel camp, as they recognize there is a breach in their operation. But beyond that, it’s painting a target on Frank’s back that Mike intends to make use of. This is confirmed when Mike meets with Bunny and discusses how he is leading Frank into a trap which will not only get his brother Kyle out of prison, but also help Hobb’s win over the Cartel.
The Anchor Bay Warden Is In A Tough Spot With The Cartel & The Mayor
With Mike and Hobbs being more open and honest with one another, Mike sees that she is in a difficult spot with the Cartel, and they are likely to turn on her. Mike tries to guide her to act in a way to shift the blame onto others, but Hobbs is clearly wrestling with the stress.
This is further compounded when the young Sicario ambushes her in her home and threatens the life of her daughter if she doesn’t give up details of what went wrong with the shipment from the prison that was destroyed by Frank’s men. Hobbs tells him that it was Torres’ mistake, but he is unsatisfied with just one name.
Evidently, Hobbs is being forced to work with the Cartel, but she doesn’t have clean hands in the situation either. With help from Mike in getting Frank Moses locked up, she may be able to break free of the Cartel control, but until that happens, she is in severe danger in Mayor of Kingstown season 4.
